Apply for MembershipEveryday, government organizations strive to enhance the electronic delivery of payments and services.  To achieve this goal, governments need to understand the available options.  Governments, vendors, financial institutions and others can all benefit from what the Electronic Benefits and Services (EBS) Council does best - forming successful public/private partnerships.  The EBS Council has proven successes in bringing all stakeholders involved in the payments process together to accomplish tasks large and small. One of the EBS Council's larger accomplishments includes writing operating rules to foster nation-wide benefit portability and system interoperability for government benefits (Food Stamps and TANF), known as the Quest® Operating Rules.

The EBS Council supports the delivery of the next generation of electronic benefits and payments by governments, through the operation of two forums, the EBT Forum and the Government Payments and Services Forum.  The Government Payments and Services Forum helps governments identify, analyze and adopt new technologies, products and practices that enhance electronic payments and the electronic delivery of services. The EBT Forum continues to maintain the Quest® Operating Rules and remains a leader in providing EBT education.

The EBS Council is the focal point for government officials who want to deliver payments and services electronically, shape ideas and learn from others. Together, we can enhance Government. Electronically.
